As the President & Chief Executive Officer for CareFirst CHPDC, George Aloth is responsible for leading the development and implementation of the company's overall strategy, including general oversight of all operations and resources of the company, to ensure strategic growth. Aloth drives decision-making that creates medium- and long-term improvement for all company operations. As the leader of the Executive Team, he ensures that operational priorities and business unit goals are in alignment with the company's strategic direction.
Mr. Aloth brings to this role experience and knowledge acquired from his previous positions as Chief Operating Officer and Chief Compliance & Privacy Officer for CareFirst CHPDC.
Previously serving as the company's Chief Operating Officer, he was responsible for all company operations, ensuring the efficient and effective delivery of healthcare services to the plan's enrollees and appropriate reimbursement to plan providers. He aligned company initiatives to drive growth and ensure profitability. Mr. Aloth represented the organization in its relationships with significant customers, vendors, and regulators.
Chief Financial Officer
As the Chief Financial Officer of CareFirst CHPDC, Cleveland Slade is responsible for managing all fiscal affairs. His Corporate responsibilities also include Finance Operations, Corporate Development and Transaction Services, Strategic Planning and Financial Analysis and Decision Support Services. Prior to joining to CareFirst CHPDC, Slade was the CEO of KeyMIC, Inc. where he provided financial consulting to a variety of major healthcare companies focusing on cost control, planning, organizational leadership, budgeting, cash flow optimization, auditing and SEC reporting.
Chief Operating Officer
Prior to joining CareFirst, Ms. Gray was the Director of the Long-Term Care Administration at the District of Columbia's Department of Health Care Finance (DHCF) for five years. More broadly, Ms. Gray has over 19 years of experience in healthcare operations management, largely in sub-acute and long-term care provider services. Prior to her work at DHCF, she was a Regional Director with Global Healthcare Services Group, LLC based in Howell, NJ. The course of her professional tenure has seen her in roles in public health, acute, sub-acute, and long-term care, home health, and school-based care settings. Her leadership experience also includes instruction at the university level, and within the broader lens of care, her passions include advocacy and access for historically underserved populations.
Ms. Gray holds a BA in Communication Sciences and Disorders from Hampton University, an MS from Howard University, and a Healthcare MBA from The George Washington University.
Dr. Karyn Wills
Chief Medical Officer
Dr. Karyn Wills is the Chief Medical Officer of CareFirst CHPDC, a Medicaid MCO and brings over 26 years of clinical and managed care experience. She is responsible for all components of the medical management operations at CHPDC. Dr. Wills helps to develop clinical programs for populations that improve health outcomes and improve member experiences. She has developed, implemented, supported and promoted population health strategies and tactics, policies and programs that drive the delivery of high-value healthcare. These strategies, policies, and programs comprise of care management, utilization management, quality improvement and network management.
Chief Information Officer
Cynthia O'Neill brings over 30 years of healthcare information technology experience to her role as Chief Information Officer at CareFirst CHPDC. She provides leadership for the continued development of an innovative, robust and secure information technology environment that meets all regulatory requirements for the company and the clients we support. Ms. O'Neill is charged with creating the CareFirst CHPDC Information Technology strategic initiatives that align with the short- and long-term CareFirst corporate goals. On a daily basis, she directs the CareFirst CHPDC's IT program, which includes enterprise architecture, policy and standards development, IT business plan implementation, information management, security and workforce development. She manages and oversees the CareFirst CHPDC IT resources including, System Configuration, Encounters, HealthCare Analytics and reporting, Network Administration and outsourced Network, and Security and Programming vendors. Ms. O'Neill partners with our regulatory agents to ensure compliance with federal and state regulations while using innovative technology to support the company's overall strategic vision.
Chief Compliance Officer
Diana DeFelipe conducts oversight of the Company's operations. She provides recommendations related to contractual and regulatory issues and monitors processes to protect the Company against fraud, waste, and abuse. Ms. DeFelipe has over 18 years of experience in managing and monitoring compliance, with 8 of those years occurring in the healthcare industry. She has Certification in Healthcare Compliance and is a Certified Fraud Examiner.
Chief Quality Officer
Belinda is the Chief Quality Officer at CareFirst CHPDC. She provides oversight to quality improvement activities throughout the entire organization, from performance measurement to initiative development/deployment. Ms. Zhang holds a Ph.D. in Industrial Engineering and an MHA degree from the University of Missouri - Columbia. She has a great passion for improvement of health care for all people in different communities.
As General Counsel to CareFirst CHPDC, Chikadibie Duru’s primary role is to keep the company compliant with federal, state, and local statutes and regulations applicable to Health Maintenance Organizations. He manages the company’s adversarial proceedings, negotiates and drafts the company’s contracts with its various business associates and oversees all operational legal matters. Before joining CareFirst CHPDC, Duru worked as an Attorney Advisor to the U.S. Department of Health and Human Services and served as a litigator for a global law firm.
Dr. Djinge Lindsay
Djinge Lindsay, MD, MPH is a board-certified family physician and Medical Director with CareFirst Community Health Plan District of Columbia (CHPDC). In this role, she provides medical management oversight for special populations (adults with special health care needs, perinatal and early intervention) with the goal of improving health outcomes, quality, and costs. For more than two decades, Dr. Lindsay has worked to promote health equity and reduce disparities through various roles in the health system. This includes practice as a primary care physician within the largest integrated health care delivery system in the nation and serving as the Deputy Director for Community Health at the District of Columbia Department of Health, where she led strategic development, implementation and evaluation for a $70 million program portfolio consisting of more than 80 public health programs. Dr. Lindsay completed her residency with the Georgetown University-Providence Hospital Family Medicine Residency Program. She holds a Doctor of Medicine (MD) Degree from the George Washington University School of Medicine, a Master of Public Health (MPH) in Health Care Management and Policy from the Harvard School of Public Health and a Bachelor of Science (BS) in Chemistry from Howard University. Dr. Lindsay resides in the Brookland neighborhood of Washington, DC with her husband and twin sons.
Director, Strategy and Development
As the Director of Strategy & Development, Ahna Millat is responsible for working with the company's Executive Leadership team and departmental leaders to help develop and drive CareFirst CHPDC's strategic initiatives. She brings to this role the experience and knowledge acquired from her previous position as Sr. Director of Operations for CareFirst CHPDC. As Sr. Director of Operations, Ms. Millat oversaw the key operational areas of Claims, Enrollment, Enrollee Services, and Provider Appeals.
Ahna Millat holds a Bachelor of Science degree in Finance from Miami University, and Juris Doctorate from The University of Toledo College of Law. She has earned a Certificate of Project Management from Georgetown University.
