President & Chief Executive Officer
As the President & Chief Executive Officer for CareFirst CHPDC, George Aloth is responsible for leading the development and implementation of the company's overall strategy, including general oversight of all operations and resources of the company, to ensure strategic growth. Aloth drives decision-making that creates medium- and long-term improvement for all company operations. As the leader of the Executive Team, he ensures that operational priorities and business unit goals are in alignment with the company's strategic direction.
Mr. Aloth brings to this role experience and knowledge acquired from his previous positions as Chief Operating Officer and Chief Compliance & Privacy Officer for CareFirst CHPDC.
Previously serving as the company's Chief Operating Officer, he was responsible for all company operations, ensuring the efficient and effective delivery of healthcare services to the plan's enrollees and appropriate reimbursement to plan providers. He aligned company initiatives to drive growth and ensure profitability. Mr. Aloth represented the organization in its relationships with significant customers, vendors, and regulators.
Chief Financial Officer
As the Chief Financial Officer of CareFirst CHPDC, Cleveland Slade is responsible for managing all fiscal affairs. His Corporate responsibilities also include Finance Operations, Corporate Development and Transaction Services, Strategic Planning and Financial Analysis and Decision Support Services. Prior to joining to CareFirst CHPDC, Slade was the CEO of KeyMIC, Inc. where he provided financial consulting to a variety of major healthcare companies focusing on cost control, planning, organizational leadership, budgeting, cash flow optimization, auditing and SEC reporting.
Dr. Karyn Wills
Chief Medical Officer
Dr. Karyn Wills is the Chief Medical Officer of CareFirst CHPDC, a Medicaid MCO and brings over 26 years of clinical and managed care experience. She is responsible for all components of the medical management operations at THP. Dr. Wills helps to develop clinical programs for populations to improve their health outcomes and improve the member experience. She has developed, implemented, supported and promoted population health strategies and tactics, policies and programs that drive the delivery of high-value healthcare. These strategies, policies, and programs comprise of care management, utilization management, quality improvement and network management.
Chief Information Officer
Cynthia O'Neill is the Chief Information Officer of Carefirst Community Health Plan, DC. (CCHPDC) and brings over 30 years of healthcare information technology experience. She is responsible for all aspects of information technology throughout CCHPDC's Corporate and Wellness/Resource Center locations in the District of Columbia. Ms. O'Neill partners with our regulatory agents to ensure compliance with federal and state regulations while using innovative technology to support the company's overall strategic vision.
Chief Compliance Officer
Diana DeFelipe conducts oversight of the Company's operations. She provides recommendations related to contractual and regulatory issues and monitors processes to protect the Company against fraud, waste, and abuse. Ms. DeFelipe has over 18 years of experience in managing and monitoring compliance, with 8 of those years occurring in the healthcare industry. She has Certification in Healthcare Compliance and is a Certified Fraud Examiner.
Chief Quality Officer
Belinda is the chief quality officer at CareFirst CHPDC. She provides oversight to quality improvement activities throughout the entire organization, from performance measurement to initiative development/deployment. She holds a Ph.D. in Industrial Engineering and an MHA degree from the University of Missouri - Columbia. She has a great passion for improvement of health care for all people in different communities.
As General Counsel to CareFirst CHPDC, Chikadibie Duru’s primary role is to keep the company compliant with federal, state, and local statutes and regulations applicable to Health Maintenance Organizations. He manages the company’s adversarial proceedings, negotiates and drafts the company’s contracts with its various business associates and oversees all operational legal matters. Before joining CareFirst CHPDC, Duru worked as an Attorney Advisor to the U.S. Department of Health and Human Services and served as a litigator for a global law firm.
Vice President of Finance
Since 2017 Tom Cooper has held the position, Vice President of Finance for CareFirst CHPDC. His responsibilities include financial and strategic growth alternatives, budgeting, corporate development, financial data analysis, and financial operations. Tom led the transactions resulting in the successful sales of Trusted Health Plans, Inc. to CareFirst BlueCross BlueShield and Trusted Health Plan Michigan, Inc. to Health Alliance Plan. Before joining CareFirst CHPDC, Mr. Cooper spent ten years on Wall Street in Investment Banking, Corporate Finance, and Private Equity. Tom graduated with an MBA from the Wharton School at the University of Pennsylvania, where he was a Joseph Wharton Fellow.
Dr. Jose Diaz-Luna
Vice President of Pharmacy
As Vice President of Pharmacy for CareFirst CHPDC, Dr. Jose Diaz-Luna coordinates all pharmacy related functions including oversight of CareFirst CHPDC pharmacy benefit manager, Abarca Health. Dr. Diaz-Luna is a proud veteran of Army Medical Service Corps. He has over twenty years of clinical and management experience and is a member of the American Association of Consultant Pharmacists.
Vice President of Provider Services
As the Vice President of Provider Services for CareFirst CHPDC, Kenny Greene has the primary responsibility of overseeing all provider related activities, which includes the provision of a robust provider network. He also monitors and manages relationships with practitioners, healthcare executives, support vendors and regulators. Greene has thirty years of experience as a national and international healthcare administrator, which includes twenty years of work directly with Washington D.C. Managed Medicaid.
Vice President of Talent Management
Aika Mallya is the Vice President of Talent Management at CareFirst CHPDC. where she is responsible for establishing and implementing short- and long-term corporate human capital plans, which include maintaining or improving employee relations, talent acquisition and development, succession planning, workforce planning, compensation and benefits, and performance management.
She brings to CareFirst CHPDC strong business acumen, and innate ability to partner with key executives to drive employee engagement, morale, and performance in an environment experiencing both significant external and internal organizational change.
Vice President of Accounting & Corporate Controlle
As Vice President of Accounting & Corporate Controller for CareFirst CHPDC, Ronald (Ron) Walker has oversight of THPs Finance and Accounting department. Ron manages and coordinates the daily operations of Accounting, Payroll, Accounts Payable, Treasury Management, and Regulatory Accounting. He has over thirty-five years of diverse experience as a finance leader, primarily in the healthcare space, is a Certified Public Accountant-licensed in the state of Maryland, and holds memberships with the American Institute of CPAs and Maryland Association of CPAs.
